- PROGRAM DESCRIPTION:

Design, Construction & Engineering (DCE) prepares and monitors the Project’s solicitation process, which includes advertising, opening and evaluating bids, and recommending awards. It is responsible for administering and monitoring construction projects and reviewing construction plans, specifications, estimates and rights-of-way documents. DCE reviews and/or prepares contracts, interdepartmental agreements, memorandum of understandings, addendum, amendments, authorization of services, change orders and reviews all contract invoices for compliance. It also is responsible for coordinating all design activities of the irrigation delivery system. DCE coordinates the identification of service areas, water resources planning, surveying and geotechnical investigations required on the project, and coordinates the designs with other management sections to address cultural resource, environmental and realty issues that must be mitigated and prepares the right-of-way maps required for Realty to appraise and acquire the easements.
- PROGRAM ACCOMPLISHMENTS:

Accomplishments include: 1) completing construction of more than twenty-six miles of pipeline, nine miles of open canal and seven miles of raised rail (including replacement of all gates and structures on the downstream portion of the Southside Canal); 2) constructing three reservoirs and building foundations for the Huhugam Heritage Center; and 3) partial construction of the Four Mile Post pump station. During fiscal year 2006, the Construction Section completed 6.7 mile Westside ID pipeline project and neared completion of the earthwork portion of construction on the 4.6 mile Santan ID canal in District Four.
FISCAL YEAR 2007 OBJECTIVES:
- Construct Santan Ranch Laterals and the upstream portion of the Southside Canal
- Keep change orders to less than 8% of the contract bid amounts
- Cross train all personnel in surveying, materials testing and inspection
- Define service areas for laterals as needed
- Continue water resources management study, including collection of data and development of surface and ground water models
- Continue planning and design of main deliver and lateral distribution systems
- Continue preparation of right-of-way maps for the main and lateral delivery systems
